No empire in the game, AI or player, is actually set up so that they run off of 25% of all basic resources flows so that 75% goes into the bank- that's incredibly inefficient over-production for a non-tributary. Maybe a research agreement if it's possible, but they already receive a bonus to tech just from being your protectorate.
